I'd bet it's a CDR unless he didn't get the full track. 25 minutes on one side of a record definitely makes the quality go down. I would be hesitant to release something on promo (or anything that was DJ friendly) at anything other than 45rpm due to the loss in highs that you get from 33 1/3rpm.
