Soundhound and Shazam dont know it, and i dont recognise it.

Not that it helps much. Theres another song uploaded by the same guy so maybe I should investigate there a bit more...

That video, played along with the track, is... disconcerting.

As for the track ID: Searched quite a bit but couldn't find anything coherent. Which nags at me mightily... *gnawgnawgrrr*

Did you try contacting the guy who uploaded the video?

The girl in the video is footage from a 1940s burlesque show and is a girl called Yvonne Marthay. The footage is in the public domain and hence can be used in the video. Its stored at Archive.org also. Seems to fit the music quite well.
