Absolutely, which is why I like tracks like "Nannou" and "Flim" from the late part of his career. Some of the tracks on Analord are pretty decent too. But the problem with recycling your old ideas is that, if you can't think of any way to put a new spin on them, eventually you just squeeze them dry and you don't say anything meaningful anymore. For instance, I think that most people would agree that The Division Bell isn't as good as Meddle.
