That was a clock - first 6 digits were military time, last 6 digits were time elapsed in the day (in reverse order). Quick story - they changed the clock to a countdown to the 2012 Olympic City Selection day, and the original designers were furious! I'm not sure we're ever getting that cool clock back. It's still got the NYC2012 graphics up there, why I have no idea.

It was counting down to the minute of the last of the selections, which was funny because NYC was out of the running by then.

And now we get our stadium in Queens, where it belongs.
