I Think this means they'll be releasing an internet based record with self contained artwork. Something like embeded qt files and what not. They've got their pulses on the way Music is working today.

think about it. there's been NO news, no promotion, and yet there's supposed to be a FALL release? Fall is this weekend officially. Makes the most sense to me. They are being like Apple and announcing products when they have product rather than teasing us with "announcements"

I think you're right. It might even be a bit like the new Nine Inch Nails record, where you can download some of the songs into GarageBand, and mess around with each song. NIN even has a website up for people to post their mixes. I could see Underworld doing something like that.
