Only guessing here, but since "push upstairs" is a term for promoting something, forcing the issue, pushing towards a conclusion, i think it must have come first.
Never had a problem with Push Downstairs. In fact, it strengthens the themes of the album, provides some chilled moments before further dancefloor madness, and in and of itself, is a quality track.

Plusoned. Also, it is, of course, far superior to Jumbo, the only Underworld track I regularly skip... *takes cover*
