A couple of cartoons that were good,
that no one seems to remember. whenever i mention these, everyone thinks i'm on drugs:

-The Gary Coleman Show: Gary Coleman hangs out with kids at an elementary school, but he's actually an angel, and he turns into an angel and does various things for the kids.

-Waynehead: About a black boy with a club foot who lives in New York with his aunt (i believe). One of the episodes I remember his aunt saying "Hey Waynehead- go out and get some fish sticks and catsup!" and then he took the $5 and ended up gambling it away, so he had to walk dogs and stuff all day, to get the money back, and then the grocery store closed!

I actually remember this one... or at least, I remember there being a cartoon where the main character had a club foot... Like it was a big black shoe, with like a metal frame around his ankle - or something to that effect

although - I don't remember the cartoon having that title...

didn't it have something to do with a comedian? Like was it supposed to be like one of the Wayans brothers as a little kid?

YES! it did have something to do with Damon Wayans! I guess he was the executive producer
