hmm, just found
this over on the uefa 2008 site and on page 16 it details what happens if teams are tied on points after the group stages. having read it, my understanding is that penalties would only occur if the two tied teams happen to be playing each other in their final match so it's not going to happen to sort out Group C. by my reckoning, if the results tomorrow are 0-0 and 3-0 then italy would go through as i'm assuming they have a better record than romania in the qualifying stages for the 2006 World Cup and these European Championships...
