If Romania lose 3-0 and Italy draw 0-0, the two teams would have identical results in this tournament, so their positions would be determined on the basis of coefficients as above. Italy would progress, having an average of 2.36 points per game in qualification for 2006 World Cup and Euro 2008 against Romania's 2.25.
