Probably the best tool is
Fission. I use it a lot, and it works very well. However, it's a little expensive.
MP3 Trimmer is much cheaper and also supports CUE Sheet splitting. MP3 Trimmer is actually fully functional nag-ware. You can use it, and it just nags you to pay for it, before it does its stuff. I have encountered bugs with its CUE splitting in the distant past. I haven't used it for that function recently, however, since I use Fission for that now, so it may work without issues.
