ok - well I got those mp3's with some very lucky searching online, and found out about the acetate via a David Bowie message board, either just before or just after the acetate went on sale
now -> the origins of these mp3's are a bit sketchy... they're from one of the following two possible sources
1) the ebay seller, early on - ripped the vinyl onto cd-r. Which makes total sense, as every time you'd listen to it, the sound quality would drop more
2) the mp3's are ripped from another completely different acetate made of the same source material
my guess is that the mp3's are from the first option, as there are absolutely positively no more than a total of 3-5 acetate copies total.
It's believed that David Bowie is the owner of one of them.. and got it back before the final version of "The Velvet Underground & Nico" was released [he even managed to cover (and I think even release) the track "Waiting for the Man" before the VU version was ever released] , and I think I read somewhere that a copy in really shoddy condition was found in a cardboard box in like Maureen Tucker's basement
and I highly doubt that Tucker or Bowie would be leaking mp3's... know what I mean?
{edit}
I should also add that now there are some people online stating that option #2 is where these mp3's are from, saying that the copy on ebay "sounds much better" -> but how would you know that, unless you had both sets of tracks back-to-back... and personally- I wouldn't even believe the seller himself unless I was able to do back-to-back comparissons
