Having just watched Minority Report for the gazillionth time, I think it is quite simple. Those who voted out Cowgirl should have the Precogs produce a black ball every time they are going to listen to it, and a SWAT team should crash through their window and confiscate all copies of it (hard and cyber) to prevent them EVER LISTENING TO IT AGAIN.
That would teach them!
For my part, Cowgirl is how I discovered UW and, like your first experience of sex, it may not have been the best ever UW experience, but it was certainly the most memorable.
