I think Underworld are really good in this respect...the only album they have in my eyes that starts really strong and kind of fizzles out is Beacoup Fish, and even that has a great closing track.

Besides, there's much better targets for this accusation, like Moby's Play (I've owned this CD for like 5-6 years, and still haven't listened to some of the last tracks all the way) (and I know you like Moby)...really, I don't think Underworld has a problem at all in this aspect.
well i don't think of moby in the same way, because all of the songs are pretty good, but he isn't very good about having a strong opening track like underworld are. great album enders:

'unquiet slumbers for the sleepers......in that quiet earth'/afterglow -genesis.
'next to nothing' - fatboy slim.
'brain damage/eclipse' - pink floyd.
'icarus ascending' - steve hackett.
'macrocosm' - brand x.
'the sahara of snow' - bill bruford.
'3+3' - vangelis.
