Not that I necessarily agree with you on this, but really I think you're going to find that's true for a LOT of albums. Because it's the first thing you hear when you start up an album, when you think about it, in the artist's eyes, the opening tracks are really the most important. A person is much more likely to say, "I'll listen to this album, I like the first song" than he is to say, "I'll listen to this album because I like a song somewhere towards the end". I think Underworld are really good in this respect...the only album they have in my eyes that starts really strong and kind of fizzles out is Beacoup Fish, and even that has a great closing track.
Besides, there's much better targets for this accusation, like Moby's Play (I've owned this CD for like 5-6 years, and still haven't listened to some of the last tracks all the way) (and I know you like Moby)...really, I don't think Underworld has a problem at all in this aspect.
