UK residents have to pay a licence fee if they own any device capable of receiving a TV signal, which funds the BBC (which is a non-commercial public owned corporation)...
If any TV content provided by the BBC was made available globally, they would be in violation of the BBC charter because it would mean people who do not pay the licence fee are able to access the content too, which isn't fair.
For content around the globe, the BBC uses its commercial arm "BBC Worldwide" to distribute content, although mostly its repeats of The Office and Faulty Towers as opposed to cutting edge concert footage
