Vocal Sample from KOS/Biro The Leggy

The vocal sample from the end of KOS and most of the lemonworld broadcast of Biro the Leggy [so not the Cocoon version]. Does anyone know who this is and what he is reading/referring to? Just thought is was weird after listening to Biro, and noticed it was the same person on Beaucoup Fish.

I forget his name, but he's either a member of or a friend of Tomato's
